Laymen Should Not Be Asked Islamic Questions – Shaykh Al-Fawzaan

This recording does not mean a layman can never be asked an Islamic question and respond by conveying a scholars fatwa on the issue at hand. 

Rather it means if a layperson can ask the same question to a scholar or at the least a student of knowledge that is better than asking another layman who will simple just convey a scholars fatwa on the topic while possible not even full understanding that fatwa he conveyed.
